Here’s what’s actually controlled — and what you should know in 2026.


Every E-Liquid Is Tested Before It Can Be Sold

Before any nicotine-containing e-liquid can legally be sold in the UK, it must go through a formal approval process.

This includes:

  • full ingredient checks
  • toxicology assessments
  • emissions testing (vapour analysis)
  • nicotine strength verification

All of this data must be submitted to the MHRA (Medicines and Healthcare products Regulatory Agency).

If a product hasn’t been notified and approved, it’s illegal to sell — full stop.


Bottle Sizes and Nicotine Strength Are Strictly Limited

These rules exist for safety and consistency, not convenience.

In the UK:

  • nicotine liquids can only be sold in 10ml bottles
  • maximum nicotine strength is 20mg (2%)
  • bottles must have childproof caps
  • packaging must include warnings, ingredients, and batch numbers

If a product breaks any of these rules, it shouldn’t be on sale in a legitimate shop.


Vape Devices Are Regulated Too
